Recent Updates of the Provincial Immigration Programs

All those who are not eligible for Federal immigration programs can always try to immigrate to Canada through the provincial programs. Most economic immigrants apply for immigration using one of the Federal programs such as Skilled Worker Class, Federal Skilled Trades Class, or Canadian Experience Class. However, in addition to the Federal programs every Canadian Province also has its own immigration programs.

Prince Edward Island

Prince Edward Island issued new invitations to candidates in its Express Entry, Labour Impact and Business Impact categories in an Expression of Interest draw held August 16. A total of 118 invitations were issued in all three categories, of which 111 went to candidates in Prince Edward Island (PEI)’s Express Entry and Labour Impact categories and the remaining seven went to Business Impact candidates.


The Entrepreneur stream of Saskatchewan Immigration Nominee Program (SINP) increased the number of the Expression of Interest (EOI) pool selections this year and continues to be the largest entrepreneur program in Canada. The reason for Saskatchewan to add an additional round of invitations is probably because the number of qualified candidates has increased in the pool, as the neighbouring province Manitoba added additional language requirements, resulting in many candidates applying for the SINP Entrepreneur program instead.


On August 17, 2018, Manitoba held a new draw from the Expression of Interest pool of candidates within the Manitoba Provincial Nominee Program. In the draw #49, Manitoba issued 410 Letters of Advice to Apply to candidates in the Skilled Workers in Manitoba stream. The lowest-ranked candidate invited had a ranking score of 500. The number of Letters of Advice to Apply issued in the Skilled Workers Overseas was 105. Those candidates were invited directly by the MPNP under a Strategic Recruitment Initiative


A new draw through Ontario’s Human Capital Priorities Stream on August 9 issued 947 invitations to Express Entry candidates with CRS scores as low as 350. The Ontario Immigrant Nominee Program says the CRS score range for this latest draw was 350 to 439 and those issued Notifications of Interest submitted their Express Entry profile between January 1, 2018, and August 9, 2018. Express Entry candidates targeted in this draw were required to have a job offer in Ontario. The Citizenship and Immigration Ontario was allocated 6,600 spots for the OINP in 2018. So far this year, OINP has used 4,800 of the allocated 6,600 places, leaving 1,800 available places for the remaining four months this year. The OINP has also updated the information about the processing times, Notifications of Interest issued under our Express Entry streams and the issue of Invitations to Apply under our Entrepreneur stream.

British Columbia

British Columbia Provincial Nominee Program (BCPNP) was allocated 6,000 nominations for 2018 and has reached the quota. British Columbia nominated 2,350 Express Entry candidates for Canadian permanent residence in 2017, with a notable boost in the number nominated through its EEBC — Skilled Worker category. In addition, British Columbia continues issuance of weekly invitations through BCPNP Tech Pilot.
